The ocean is rich in biological resources, oil and gas resources, power resources, mineral resources and chemical resources. It is an important strategic space and material basis for human survival and development. With the development of the times, the development, utilization, protection and management of the oceans have become the national strategies of the coastal countries in the world. In 2012, the 18th National Congress of the Communist Party of China put forward the Grand Strategic Goal of "Improving the capacity of marine resources development, developing marine economy, protecting marine ecological environment, resolutely safeguarding national marine rights and interests, and building a Maritime Power". In 2017, the 19th National Congress of the Communist Party of China further proposed the National Strategy of "Land and sea as a whole, accelerating the construction of a Maritime Power". Therefore, it is of great practical and strategic significance to speed up the research on the strategy of building a Maritime Power.
